Hamouda Bin Ali Bin Ghanem Bin Hamouda was born in 1940. He joined the police in Abu Dhabi in 1958, then joined the Police College in the State of Kuwait and graduated in 1961 with the rank of lieutenant, after which he returned to the state and worked inministrative affairs and criminal investigation. With his sincerity and dedication to work, He held the position of Assistant Police Commander, then Deputy Commander of Police and Security in 1969, then Undersecretary at the Ministry of Interior in the Government of Abu Dhabi in 1971. In 1972 he became the Minister of State for Home Affairs in the Federal Government. In 1990, he was appointed Minister of the Interior, and he held this position until 1992. Hamouda participated in several ministerial committees, and represented the state in a number of regional, Arab, and international conferences. The late Sheikh Zayed Bin Sultan Al Nahyan chose him as hisvisor and honored him by awarding him the Loyalty Service Medal for his achievements and sincere deeds for his country, where he held this position until his death in 2001.
